This award is given at the recommendation of the IDA board of directors to an individual who has been outstanding in educating governmental organizations, businesses, and the public about the merits of outdoor lighting control ordinances. The award is named in honor of two pioneers in outdoor lighting reform, Dr. Arthur Hoag and Mr. William Robinson. Only 7 people have received this award.

IDA board member Dr. Malcolm Smith, says, “Pedro has enormous tact, diplomacy and energy. One day he will be in Santiago working to combine the efforts of various national energy and environment initiatives to improve enforcement in Chile’s Regional governments. The next day later he will be driving alone to a mine in the Atacama Desert to advise them on how to achieve safer and less expensive illumination of their production activities. He is totally committed to controlling light pollution in his country. Most importantly, Pedro listens, learns, and teaches well.”
